In 2003, the North Central Texas Council of Governments (NCTCOG) became the first agency in the nation to formalize incident management training for all responders in the region, the goal of which was to initiate a common, coordinated response to traffic incidents that will build partnerships, enhance safety for emergency personnel, reduce upstream traffic accidents, improve the efficiency of the transportation system, and improve air quality in the Dallas-Fort Worth region.
