The Regional Transportation Council awarded $1 Million for planning studies through the 2005-2006
Sustainable Development Call for Projects. The purpose of the program is to promote sustainable
growth and development by planning for the implementation of land use and transportation integration,
smart growth, and other sustainable development principles. Studies range from infrastructure analysis,
Transit Oriented Development station area planning, and market analysis, to urban design guidelines
and planning for complete streets.

  • Southern Dallas County Infrastructure Analysis

      Project Description:  Through a partnership of the North Central Texas Council of Governments (NCTCOG), the Cities of Dallas, Ferris, Hutchins,
      Lancaster, and Wilmer, and Dallas County, a need was recognized to perform an infrastructure and facilities assessment of a portion of     
      Southern Dallas County, which will aid in long range planning for the jurisdictions within the study area and sound development for the region.

      An Infrastructure Analysis Report will be created which provides a development framework and implementation program that will support   
      growth of a high-quality, well-integrated Inland Port in Southern Dallas County that spurs additional high-quality and orderly commercial,
      industrial, and residential development.  The analysis will focus on infrastructure related to transportation, potable water, sanitary sewer,
      storm  water/drainage, and private/franchise utilities.

  • The University of North Texas (UNT) Dallas Area Context Sensitive Transportation Study – City of Dallas
    Project Description:  The North Central Texas Council of Governments (NCTCOG) partnered with the City of Dallas,
    Dallas Area Rapid Transit (DART), and the University of North Texas (UNT) to implement the UNT Dallas Area Context Sensitive
    Transportation Study, focusing on the following goals:

1) Conduct a comprehensive area-wide review of transportation needs within the context of the UNT 
     Campus Area Plan;
2) Integrate existing roadway, trail, and transit plans in the UNT Dallas Area, and;
3) Develop specific context sensitive design standards for roadways, light rail, and trails within the area.

  • Burleson Transit Oriented Development Plan – City of Burleson 
    Project Description:  The planned commuter rail known as the Cleburne Corridor has a proposed station in the City of Burleson.  The Burleson TOD Plan will include an analysis of current and future market and development conditions for the Burleson West TOD District and the historic downtown, Old Town Overlay District, will be included. The Project will include the identification of short- and long-term strategies that can be implemented in Burleson with initial bus service and a station that has the flexibility to be converted to a commuter rail station when demand and demographic thresholds are met and funding is available.  The Project will include recommendations to encourage pedestrian and bicycle access in addition to vehicle travel to the station.

  • Dallas-Garland Road Vision Study – City of Dallas      
    Project Description:  NCTCOG and the City of Dallas coordinated on a planning study to assess the possibilities available for the Garland Road corridor to create greater character, meaning and livability within the City of Dallas.  Key Study elements include neighborhood preservation, the advancement of attractive and inviting retail establishments, corridor beautification, and the incorporation of pedestrian-friendly amenities.

    The Dallas-Garland Road Vision Study used input from public and private stakeholders from adjacent areas to create an up-to-date area vision, including implementation strategies for this important area of Dallas. The process focused on assessing the existing conditions and determining the future direction of development, including enhancement of the area's operational, experiental, and residential functions. The study was submitted to the Dallas City Plan Commission and the Dallas City Council to help provide the basis for funding recommended improvements along the Garland Road corridor in the future. The study reflects the needs and desires of both residential and retail stakeholders.

    The Dallas-Garland Road Vision Study Deliverables:
           1)  A circulation vision for the Garland Road corridor that provides guidance for future
                 thoroughfare planning and context sensitive design of transportation networks in the study area.
           2)  A future land use development vision that provides policy guidelines for land use patterns
                 in the study area and provides a quantitative basis for future transportation, housing, infrastructure,
                 and economic development in the study area.
           3)  A strategic opportunity vision that identifies viable areas and that will serve as a catalyst for
                 the study area.

  • Evans & Rosedale Urban Village – City of Fort Worth
    Project Description:  The Evans & Rosedale Sustainable Development Planning Project included the development of a housing market assessment, pre-approved home plans, and recommendation of urban design standards to encourage infill development in the neighborhood. The project created a framework for new quality housing production and commercial district revitalization. The housing market assessment identifies residential product types that satisfy current and anticipated market demand and describe appropriate marketing strategies. The design standards and guidelines provide affordable new and infill housing options to create a sustainable pedestrian-oriented urban neighborhood in the Evans & Rosedale Urban Village located in Fort Worth.

  • Bellaire Area Sustainable Development Plan – City of Hurst
    Project Description:  The Bellaire area of Hurst was developed in the 1950s and 1960s in response to economic development and job creation at the Bell Helicopter manufacturing plant about one mile south on State Highway 10.  The area was a commercial and residential center into the 1980s, but since then it has seen periods of disinvestments, which have led to a loss of neighborhood value and desirability.  The Hurst-Bellaire Sustainable Development planning study provides strategies to reverse the trend of disinvestment and guide short-term and long-term neighborhood-wide improvements in Hurst and Bedford.  The planning project will provide a catalyst for similar redevelopment along Pipeline Road and Bedford Euless Road corridors. The City of Hurst was awarded funding through the 2009-2010 Sustainable Development Call For Projects to implement many of the pedestrian and roadway improvements recommended in the study.
  • Transit Oriented Development Plan – City of Richland Hills
    Project Description:  FWTAransit Oriented Development Plan identifies short- and long-term sustainable development strategies that can be implemented in and around the Richland Hills Trinity Railway Express (TRE) station. The plan includes an evaluation of the best methodology for the mixed-use re-zoning of the property surrounding the TRE Station. The study also includes an evaluation of economic investment strategies such as Public Improvement Districts (PID), Tax Increment Reinvestment Zones (TIRZ), and Neighborhood Empowerment Zones (NEZ).  Special emphasis was placed on the sustainable development of the Handley-Ederville corridor, which connects to the TRE Station, and the intersection of State Highway 121 and Handley- Ederville Road.   A key goal in the study was to develop a plan to sustainably develop the industrial park surrounding the station to include high-end business and residential tenants.  Click on the following link for the project area map.


  • Ellis County Subdivision - Ellis County
    Project Description:   NCTCOG awarded Ellis County funds for the Ellis County Subdivision Regulations planning study in 2006. The goal of the study was to develop a guide for drafting sustainable subdivision rules and regulations that can be used by all of the rural counties in the 16 county Non-Attainment area as Best Management Practices.  The project also examined current regulations at the County and State level.
