Proposition 1 Funding Program |
In August 2013, the 83rd Texas Legislature approved House Bill 1 and Senate Joint Resolution 1, which created an opportunity for Texas voters to decide whether or not to use part of the Rainy Day Fund (made up of oil and gas severance tax proceeds) to fund transportation projects throughout the State. Voters approved this proposal as Proposition 1 in a November 2014 statewide ballot measure.
Projects eligible for Proposition 1 funds include construction, maintenance, and right-of-way acquisition for public roads, except for toll roads. The Texas Department of Transportation (TxDOT) and the Regional Transportation Council (RTC) share the selection authority (in the Dallas-Fort Worth region) for Proposition 1 funding.
Due to a reduction in estimated future Proposition 1 revenues, projects that were initially funded with Proposition 1 funds in fiscal years 2018 and 2019 are now being funded through the Regional 10-Year Plan. This was done to ensure that those prior commitments remain fully funded.
