Program Description
The Regional Smoking Vehicle Program (RSVP) is designed to inform vehicle owners their vehicle may be creating excessive smoke and emitting pollutants, which are harmful to our health and environment.  Driving a vehicle with excessive smoke in Texas is a violation of the state's Smoking Vehicle Statute. This statute defines a smoking vehicle as one which either emits smoke for ten or more consecutive seconds or whose suspended smoke does not fully dissipate within ten seconds.  Texas law enforcement agencies may issue citations, punishable by fines up to $1,000, to drivers operating a smoking vehicle on any roadway.  Accordingly, the North Central Texas Council of Governments (NCTCOG) informs registered owners of vehicles suspected of emitting excessive smoke by mail.


The registered owner will receive the following by mail:

 

  • Letter explaining when, where, and description of the vehicle reported anonymously to NCTCOG for emitting excessive visible emissions (smoke)
  • Literature highlighting the various possible causes of vehicle smoke, as well as possible local solutions to vehicle emissions problems
  • Letter and literature also refers to the AirCheckTexas Drive a Clean Machine program where qualified applicants may be eligible for up to $600 in financial assistance to cover emission-related repairs (for more information, call 1-800-898-9103 or visit https://www.airchecktexas.org/
     

RSVP allows North Central Texans to anonymously report vehicles in our region emitting visible smoke and pollution.  Reports can be filed with NCTCOG by phone or over the internet.

 

  • All landline and wireless users can call (817) 704-2522
  • AT&T, Sprint, T-Mobile, and Verizon wireless users can dial #76653 (#SMOKE)
  • Internet users can complete the online form at www.smokingvehicle.net

 

NCTCOG welcomes feedback and encourages registered owners of suspected smoking vehicles to complete and submit a survey online indicating any corrective action performed to rectify any problem that may have existed.  The six digit reference number in the upper right corner of the letter must be entered to complete the survey.

 

The validity of an emissions inspection can be checked online by visiting www.mytxcar.com.

The North Central Texas 16-county metropolitan region, encompassing Collin, Dallas, Denton, Ellis, Erath, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell, Tarrant, and Wise counties.
