Project Number: 065 Parcel ID(s): Not applicable Project Description: This zoning case creates the boundary for the new Naval Air Station Fort Worth Joint Reserve Base Overlay created through the text amendment ZC-14-101. The City Council authorized proceeding with the NASFW JRB Airport Overlay in a resolution approved on July 22, 2014.
Overlay Zoning Districts have been prepared for all the Fort Worth area airports to protect the
city’s investment and economic impacts of the airports on the community.
• Development can affect the operations of airports and vice versa.
• Negative effects include noise, population density, height, lighting and radar/electrical
interference.
• Airport overlay zones for City’s airports:
– Address hazards to flight operations
– Provide protection and disclosure for property owners.
The boundaries of the overlay generally follow the 65 DNL (noise level measurement). The boundary for the NASFW JRB overlay is limited to the incorporated city limits of Fort Worth to the north, south, and east. Other boundaries have been identified using points on the ground including street right-of-way lines, intersections and property boundaries to ensure that the boundaries of the overlay are easily identified.
Proposed Content of Overlay Regulations
1. Radar or Electrical Interference – general prohibition
2. Lighting
a. Avoid linear lighting arrangement that mimics a runway
b. Shield downward, including replacement billboard lights
c. Temporary spot lights, search lights, etc. by City permit and approval of airport
3. Glare
a. Glare control using cutoff fixtures, shields, and surface suppressants.
4. Emissions – including smoke, ash, steam
5. Wildlife Attractants – such as water/wetlands that attracts birds
6. Waste Disposal – landfills which also attract birds
The proposed overlay will not change any base zoning district or regulate any land uses except for the above. No existing land uses will be changed.
