This document is intended to be used as a template for local governments to consider when adopting new or revised provisions of local law to implement and enforce a post-construction stormwater program, as well as assisting in the fulfillment of the requirements set forth in the Texas Commission on Environmental Quality (TCEQ) Phase II MS4 General Permit (TXR040000) Minimum Control Measure (MCM) 4: Post-construction Stormwater Management in New Development and Redevelopment.
