2009 will bring changes to the region’s integrated Storm Water Management (iSWM™) program. A yearlong project to revise and update the iSWM manuals for site development and for construction and design is currently underway.

For the iSWM Design Manual for Site Development, areas being considered for revision are streamlining the iSWM storm water site planning process, developing and incorporating incentives to promote the use of integrated site design practices, and weighing watershed-scale approaches in lieu of on-site practices. For the iSWM Design Manual for Construction, likely areas to be addressed are updating the manual to meet the new regulatory requirements, revising and adding best management practices, and revising Storm Water Pollution Prevention Plan (SWPPP) templates and checklists.

NCTCOG has planned to update the iSWM manuals on a three-year schedule to incorporate changes recommended by users, update technical portions of the manuals in accordance with advancements in storm water management techniques, and respond to the evolving regulatory environment.

For the current revision, NCTCOG formed an iSWM Implementation Committee, a subcommittee of the long-standing Public Works Council, to provide oversight and policy guidance. The first task of this new committee, which is comprised of professionals in the fields of public works, engineering, storm water management, planning, and development, will be to select an engineering firm to assist with the project.

In the coming months, we plan to conduct meetings in multiple locations to gather additional input. Following those meetings, review drafts of the iSWM manuals will be developed in time for the annual Public Works Roundup in April. Final versions of the revised manuals will be released in late 2009.
